MSRB announces names of new board members joining in FY2027

Municipal Securities Rulemaking Board CEO Mark Kim

The Municipal Securities Rulemaking Board on Wednesday announced the names of four new board members – Jonathan Fiebach, David Womack, Elizabeth Coolidge and Jeff White – each of whom has been elected to serve a four-year term beginning on Oct. 1.

The new members slated to join the board in fiscal year 2027 – two as public members and two as regulated members – were elected during the MSRB’s final quarterly meeting of FY2026, held last week. The 2027 fiscal year begins on Oct. 1. 

Also during that meeting, held on July 22 and July 23,  the board elected Alexander Chilton, managing director and head of municipal securities at Morgan Stanley, to serve as FY2027 board chair and Pamela Frederick, chief financial officer of the Battery Park City Authority, to serve as FY2027 vice chair for one-year terms starting Oct. 1. 

“MSRB is pleased to welcome this new class of board members,”  MSRB CEO Mark Kim said in a July 29 press release. “They bring a strong mix of market knowledge, public finance experience and industry leadership that will support MSRB’s mission to protect investors, issuers and the public interest and promote a fair and efficient municipal securities market.” 

Fiebach, former CEO of Ficc.ai Corp., and Womack, deputy director for financing policy and coordination at the New York City Mayor’s Office of Management and Budget, are the new public members joining the board in FY2027. The new regulated members elected to join the board are Coolidge, head of public finance at Oppenheimer & Co. Inc., and White, managing member of Columbia Capital Management, LLC. 

In addition, Vivian Altman, a managing director at Huntington Capital Markets, will return to the board for a three-year term starting Oct. 1, the MSRB’s release said. 

The board of directors of the MSRB consists of 15 members who are the primary rule writers for the municipal market, subject to oversight and approval by the Securities and Exchange Commission. Those members include eight representatives of the public and seven representatives of entities regulated by the MSRB.
